E DEC - INTRODUCTION
The clearing of goods through customs, so-called cargo processing, is one of the main activities carried out by the Federal Customs Administration. Its services in this context must be aimed at customers, so that the requested work is as simple as possible without compromising customs security.
Over the last few years, several products have been developed, all pursuing the same aim: cargo processing. Said products include various paper solutions (forms) as well as IT solutions for importing, exporting and transit of goods.
However the range of products on offer is so wide that it is considered to be bewildering by both customers and customs administration. In addition, the products on offer often represent isolated solutions, not suitable to work with other processes. This causes a decrease in efficiency and more work for all involved.
E-DEC: objective
E-DEC wants to eliminate the above problem, as it is a central cargo processing product which would gradually replace existing products, such as for example the electronic clearance system M90 or the paper version of the transit procedure.
E-DEC is structured in a modular way in order to offer the possibility of clearing import, export and transit goods electronically according to more or less consistent regulations. In this way both the Customs Administration and customers could create processes that are more consistent and slimmed down, which would also lead to a decrease in costs.

E-DEC import
This has already been active for a few years; it has led to significant improvements, including:
- Possibility if entering up to 99999 tariff entries for each import declaration
- Improved insertion of various clearance goods, such as for example repair traffic
- Improved indications concerning duties and checks at the time of the electronic answer of import declaration transmitted successfully
- Generation of import lists and delivery reports by the Federal Customs Administration's IT system as well as sending them in PDF format
- Possibility of correcting import declarations through new transmission
- Simplification concerning provisional import declarations
- Release from further treatments through bar codes
- Deferred returns and collections take place on the basis of the correction to the import declaration.
On the basis of these positive experiences E-DEC export has now also been activated; this new platform is dedicated to exports and destined to replace other application in the short-medium term.
E-DEC export
Already from 1st April 2010 this has, in actual fact, replaced PSE (Simplified Export Procedure) for the companies that up to now have been using it, and it can be used by freight forwarders for any type of export.
