Passar: how Swiss customs is changing and how to prepare

Swiss customs is progressively moving to Passar. What changes for importers, which deadlines are currently known, and which access rights and information to prepare with your freight forwarder.

Swiss customs is progressively moving to a more modern digital system: Passar. For importing companies, the change will mainly concern how declarations are transmitted and how customs documents are accessed. The transition is taking place step by step and takes account of each operator's different role.

The FOCBS update of 7 September 2026 confirms that the first functions have been completed in operational terms, while pilot projects are still under way. In other words, an importer does not have to activate Passar independently today, nor can it simply decide to leave the current system. The FOCBS will communicate the applicable arrangements as they are defined and made available.

The official roadmap, as available in September 2026, indicates 30 September 2027 as the last date for submitting new declarations through e-dec Import and e-dec Web. These systems are expected to be retired by the end of 2027. These are dates to include in your preparation plan, not a reason to change procedures without official instructions: the authorities may still update the future timetable.

What does this mean for your company in practice? Even when a customs broker prepares the declaration, it is useful to clarify who receives customs invoices and who can access documents. The GP-ID identifies the company, while permissions determine who may receive invoices and access documents. If your company receives customs invoices directly, check its ePortal registration and permissions with your contact, and agree the most appropriate setup with your broker.

A structured preparation can begin with four simple steps: 1. review FOCBS communications and discuss them with your customs contact; 2. if your company receives customs invoices directly, check its ePortal registration and permissions with your contact; 3. decide who in administration, accounting and customs must be able to consult and archive the documents; 4. coordinate with your freight forwarder before the first shipment handled in Passar, so that data, permissions and the document flow are agreed.

Passar changes the tools used by customs, not our commitment to supporting you. At Franzosini, we continue to handle your customs formalities and guide you through the transition to the new system. Your usual contact will help identify the preparations needed for your company, from the information to provide to the permissions required to access documents. Our aim is to navigate this change together with clear guidance and continuity of service, so you can focus on your business.
